This skirt begins with an elastic waistband that was stretch easily to 23 inches. The over layer is a laser cut shredded faux leather with a fringe. It would be sheer except that the skirt is fully lied. In excellent condition. There is one small repair please see very close-up photo. I don’t believe it affects the look, but you may so look closely.
